By 1993 Hackey, Haringey and Hillingdon had migrated most of their systems in-house and LOLA was moving to a maintenance situation, though Tower Hamlets continued to run on the LOLA systems and Hackney returned to LOLA to run their Council Tax Benefits system from 1995. In 1993 it was decided to outsource to CFM.
CFM were a small company started by former employees of London Borough of Hammersmith's computing department. Unsurprisingly there was soon a reorganisation of the Applications division. The new structure can be seen in this document from May 1994: Business Consultancy & Development Organisational Chart
CFM later became CFM London North until taken over by ICL in 1998. ICL in turn became part of Fujitsu in 2002.
The LOLA office in Sydney Road, Enfield was shut in 2003 and most staff relocated to the Fujitsu office in Stevenage, excepting Tower Hamlets staff (see below).
Whatever systems were left (i.e. g UNIX file transfer system etc) were still being managed under Fujitsu and the last LOLA element finally ended in 2006.
From April 2002, the Tower Hamlets LOLA systems were being managed by ITNET. The ex LOLA applications included Housing Benefits, Council Tax Benefits, Rents system and few other little systems. A web based Free School Meals that interfaced to the Benefits system was developed.
A team from ICL/Fujitsu were TUPEd to manage these. When the LOLA office closed in 2003, development staff moved to the Enfield Council offices in Silver Street.
Tower Hamlets then decided to implement the Northgate iWorld Rents and Benefits system and the data was migration from the LOLA Benefits system in 2004.
ITNET was taken over by Serco in early 2005.
